From Odesa to Baltimore: A Life of Resilience and Purpose
Karina Lipsman was born in Odesa, Ukraine, then part of the Soviet Union, during a time of significant political and social upheaval. At the age of 8, she and her single mother, along with her elderly grandparents, fled the Soviet regime and immigrated to the United States in search of a better life. Upon arriving in the U.S., the family settled in Baltimore, Maryland, where they faced the challenges of adapting to a new culture and language.
As newcomers, they did not speak English and lived in low-income housing, relying on food stamps to make ends meet. On her first day at a Baltimore public school, Karina was introduced to the American tradition of the Pledge of Allegiance. Although she did not understand the words being spoken, the solemnity of the moment left a lasting impression. Karina felt a deep sense of belonging and determination, recognizing the Pledge as something meaningful that she wanted to be part of.
When Karina turned 18, she fulfilled her dream of becoming a U.S. citizen. During the naturalization ceremony, she recited the Pledge of Allegiance with profound gratitude, fully aware of the rare opportunity to be part of a country that many around the world can only dream of.

A seasoned national security expert with a proven record in advancing U.S. interests on the global stage, she has experience in international diplomacy, defense operations, and strategic policy development, where she has championed America’s leadership in the geopolitical, cyber, and space domains. Karina has played a critical role in strengthening U.S. global defense systems and fostering cross-sector partnerships to ensure American security and prosperity.
Karina excels in navigating the complex world of Washington D.C., engaging directly with policymakers, embassies, and international stakeholders to drive policy that prioritizes American sovereignty and strength.
A former U.S. Congressional nominee for Virginia’s 8th District, Karina was one of the first Ukrainian-born persons to run for a federal House seat and the third female to receive the Republican nomination for the district. She successfully managed a grassroots campaign, smashed fundraising goals and achieved historic victories in multiple precincts. Her campaign featured innovative voter outreach strategies, extensive public speaking engagements, and widespread media coverage.
In her current role as Head of Government Relations at the Victims of Communism Memorial Foundation (VOC), Karina leads the foundation’s engagement with federal policymakers, human rights proponents, and international stakeholders. She successfully launched a bipartisan Congressional Caucus in the 118th Congress, raising VOC’s profile with Members of Congress.
Karina’s private sector achievements at Peraton and Northrop Grumman include leading business development, corporate strategy, and defense projects vital to national security. Her ability to bridge private enterprise with public policy ensures the United States remains at the forefront of global innovation and defense readiness.
Appointed by Governor Glenn Youngkin to the Office of New Americans Advisory Board, Karina contributes her expertise to advance immigrant integration, economic growth, and policy solutions that reflect the promise of American opportunity.

With a Master of Science in Systems Engineering from Johns Hopkins University and a Bachelor of Science in Economics from Towson University, Karina blends technical expertise with strategic vision.
